stayed at Puerto de Saturtzi. 3 days at the free transit dock.
When leaving the transit dock, press the intercom button to unlock the gate. Then go right to the tourist/information office. This is also the port office and clearance office. They can get you an access card for the gate. 20 euro deposit. Good english, metro (subway) is close by.
stayed at Puerto de Santurtzi for 3 days. The transit dock (or T-dock) in immediately on stbd when you comt into the marina. The police/customs boat typiclly ties up there. AT the emd of the gangway is a locked door and intercom button. Press the button and someone from the visitors center will answer you and unlock the gate. Take a right and walk 5 minutes to the “i” or visitor center. It is the first building by the slipways, next to a resturant. The “i” center is also the port office and clearance office. It was not a issue to stay 3 days. All free.
There are no visitors buoys in Las Arenas yacht harbour, nor anywhere else in Bilbao. There is a local authority run marina at Puerto de Santurtzi on the west bank, opposite Las Arenas. It offers free berthing on pontoons for 2 nights max. Not sure if water/electricity is available.

It is directly opposite the Metro station into the city centre.
Capitania is alongside Fuel berth, J Pontoon. All pontoons secured with keys available from the Capitania. Chandlery located a short walk from the north end of the marina.
Supermarket located in town a short walk from the top of the funicular railway. Plenty of restaurants on quayside alongside the marina.
